DESCRIPTION:With the adoption of the Paris Agreement in 2015\, governments
  around the world committed to reducing emissions and limiting global temp
 erature rise to below 2°C above pre-industrial levels. However\, even tho
 se with comprehensive\, legally enshrined strategies are struggling to imp
 lement their own plans. This seminar will examine how the dynamics of the 
 global political economy shape national bureaucracies and influence their 
 ability to develop state capacity for implementing green transition strate
 gies. Using Chile as a case study\, we will explore how government agencie
 s across three policy areas — green hydrogen\, native forestry\, and min
 ing — have faced differing levels of effort in building the necessary st
 ate capacity for decarbonisation. Contrary to existing theories\, which su
 ggest that initiatives in sectors with strong incumbent require more targe
 ted efforts to develop state capacity\, our findings indicate that alignme
 nt with domestic growth constraints and access to financing for de-risking
  infrastructure investments play a more significant role. State capacity i
 s often used to enhance project feasibility for potential investors\, but 
 limited state capacity in ‘unbankable’ policy areas undermines the rea

 t vulnerable regions to climate change\, facing high tropical cyclones\, f
 loods\, and drought risks\, among others. Serving as the World Bank Countr
 y Director for Mozambique\, Madagascar\, Mauritius\, Comoros and Seychelle
 s since 2020\, Idah Pswarayi-Riddihough brings a unique perspective and ha
 nds-on experience on supporting these countries in preparing for and respo
 nding to disasters small and large. She has seen up close what bottlenecks
  countries face in extreme crisis situations\, as well as what they need t

  capital in supporting the protection and restoration of biodiversity and 
 natural ecosystems. However\, there is limited understanding of the condit
 ions under which private capital can effectively address these critical is
 sues. In other transitions\, derisking has proven to be a valuable policy 
 tool for enabling investment in socially desirable initiatives. This paper
  will analyse biodiversity finance deals and propose a framework to assess
  whether derisking could be a viable strategy to mobilise finance for biod

DESCRIPTION:Over the past decade\, financial regulation and supervision ha
 ve been increasingly seen as potential solutions to climate change and bio
 diversity loss. Yet\, they are at best a necessary but not sufficient cond
 ition for action. This paper explores how science and modelling have been 
 used within financial regulation and supervision to date - to motivate and
  inform action - and analyses the limitations of current approaches and th
 e potential negative repercussions for finance and society. With the launc
 h of the Task-Force on Nature-related disclosures in September 2023\, ther
 e is increasing pressure that these new financial frameworks incorporate n
 ature and biodiversity. Yet this brings even greater risk assessment chall
 enges. We present results from our recent work with the Network for Greeni
 ng the Financial System (NGFS) and the UK financial sector that tries to c
 apture some of the lessons from complex systems analysis to inform integra
 ted nature-climate scenario analyses for financial institutions. We draw l
 essons on the needs from both the scientific and finance communities to ge
 nerate more decision-relevant evidence and to use this appropriately withi
 n decisions.\n\nAbout the speaker\n\nDr Nicola Ranger is Director of the R
 esilient Planet Finance Lab at the University of Oxford\, Executive Direct
 or of the Oxford Martin Systemic Resilience Programme and leads the Resili
 ence and Development Group of the Environmental Change Institute. She is a
 lso a Senior Research Fellow at the Institute for New Economic Thinking of
  the Oxford Martin School. She brings 20 years' expertise in risk\, analyt
 ics\, economics\, finance and fiscal policy as a practitioner and research
 er across industry\, government\, IFIs and academia. She works with govern
 ments\, Central Banks\, regulators\, financial institutions and internatio
 nal organisations to help align policy and finance with resilience and sus
 tainability goals. She is a Visiting Academic at the Bank of England\, a m
 ember of the European Commission’s High Level Expect Group on Sustainabl
 e Finance in Low and Middle Income Economies and a member of the UK’s Gr
 een Technical Advisory Group. Nicola is also co-Chair of the Resilient Pla
 net Data Hub\, an international public-private partnership with the UN and
  Insurance Development Forum providing open data and analytics on climate 
 and nature. Nicola joined Oxford from the World Bank’s Finance\, Competi
 tiveness and Innovation Global Practice\, where she worked with financial 
 institutions\, Ministries of Finance\, Central Banks and regional institut
 ions to strengthen financial resilience and implement systems and processe
 s to strengthen national and global resilience to shocks and crises. Prior
  to this\, she held senior roles at the UK Department for International De
 velopment\, the London School of Economics and Political Science\, HM Trea
 sury\, Risk Management Solutions and Defra. Nicola completed her postdocto
 ral research in climate economics and policy at the London School of Econo
 mics and Political Science and holds a doctorate in Atmospheric Physics fr
 om Imperial College London. Nicola has written more than 30 book chapters 
 and peer-reviewed articles and contributed to major reports including the 
 UK National Climate Change Risk Assessment\, the Stern Review on the Econo
 mics of Climate Change\, the World Development Report and the Intergovernm
