 vember 2023\, setting out seven areas for action across a broad range of d
 evelopment themes and policy areas.\n\nThe White Paper recognises the incr
 easingly contested world we face\, with a more complicated and fractured g
 eopolitical environment. As the UK moves into implementing this vision\, i
 t will need to navigate this.\n\nThe Minister for Development and Africa\,
  Andrew Mitchell MP\, will join us to discuss how to address these challen

DESCRIPTION:In the last thirty years\, the developing world has undergone 
 tremendous changes. Overall\, poverty has fallen\, people live longer and 
 healthier lives\, and economies have been transformed.\n\nAnd yet many cou
 ntries have simply missed the boat. Oxford’s Stefan Dercon’s new book\
 , “Gambling on Development: Why some countries win and others lose”\, 
 asks why it is that some of the previously poorest countries have prospere
 d\, while others have failed.\n\nStefan argues that the answer lies not in
  a specific set of policies\, but rather in a key ‘development bargain
 ’\, whereby a country’s elites shift from protecting their own positio
 ns to gambling on a growth-based future. Despite the imperfections of such
  bargains\, China is among the most striking recent success stories\, alon
 g with Indonesia and more unlikely places\, such as Bangladesh\, Ghana and
 \, tentatively\, Ethiopia. Gambling on Development is about these winning 
 efforts\, in contrast to countries stuck in elite bargains leading nowhere
 .\n\nAt the talk\, he is joined by David Pilling (Financial Times)\, Melin
 da Bohannon\, (Director of Strategy at FCDO) and Ricardo Soares de Oliveir
 a (Oxford University).\n\nThe event will debate some of the themes of the 
 book: how economics and politics are deeply connected\, how naïve policy 
 prescriptions distract\, how international policies and aid can help or di
 stort\, but also the remarkable role played in some countries by leading g

 is Co-Director of the Oxford Martin Programme on African Governance\; Prof
 essor of Economic Policy at the Blavatnik School of Government and the Eco
 nomics Department\, and a Fellow of Jesus College. He is also Director of 
 the Centre for the Study of African Economics.\n\nSince 2011 he has been C
 hief Economist of the Department for International Development (DFID)\, th
 e government department in charge with the UK’s aid policy and spending.
  While he returned to Oxford in 2015 to teach and conduct research\, he co
 ntinues with his role at DFID on a part-time basis.\n\nStefan is a develop
 ment economist\, applying economic analysis and statistics to understand t
 he causes and consequences of poverty and the key economic development cha
 llenges of developing countries. He has worked extensively in Ethiopia and
  Tanzania\, as well as in India\, Peru\, Vietnam\, Kenya and other countri
 es. One specific area of interest is the study of the consequences of clim
 atic\, health and other risks faced by poor populations\, their impact on 
 poverty and the quest for appropriate public policy responses.  His book\,
  Dull Disasters: How Planning Ahead Will Make A Difference\, co-authored w
 ith Daniel Clarke\, was published in 2016 by Oxford University Press.\n\nS

DESCRIPTION:Across the developing world\, poverty has been decreasing\, bu
 t unevenly\, and inequality is increasingly identified as a serious burden
  on development. In recent years\, leading economists have contributed to 
 big picture views on what is behind development and poverty reduction: inf
 luential popular books have been produced by thinkers such as Amartya Sen\
 , Bill Easterly\, Paul Collier\, Jeffrey Sachs\, Daron Acemoglu and James 
 Robinson\, Joseph Stiglitz\, Angus Deaton and others.\n\nIn this lecture\,
  Stefan Dercon will reflect on these contrasting views: how they view the 
 causes of poverty\, what to do about it and how inequality fits into these
  views. In particular\, he will explore the role of inequality as a cause 
 of poverty persistence\, and how to overcome this. The implications for de
