DESCRIPTION:In terms of international security dynamics\, we live in a wor
 ld of nuclear prominence and\, simultaneously\, a world of growing cyber p
 ersistence. This presentation will explore the distribution of power dynam
 ics associated with these two distinct strategic environments and the diff
 erent approaches to national security they necessitate. The talk will then
  examine the crucial question of how these two strategic environments migh
 t intersect\, and how the radically shifting technological terrain of cybe
 rspace\, including the advent of more powerful machine learning\, will imp
 act this intersection.\n\nDr. Richard J. Harknett is US-UK Fulbright Schol
 ar in Cybersecurity\, Cyber Studies Programme\, University of Oxford\, Uni
 ted Kingdom and Professor and Head of the Department of Political Science 
 at the University of Cincinnati. He is the author of over fifty publicatio
 ns in the area of international relations theory and international securit
 y studies. He served as scholar-in-residence at US Cyber Command/NSA (2016
 ) and has provided invited lectures in seven countries and numerous presen
 tations to government agencies\, including the US Defense and State Depart
 ments and provided briefings to Congressional offices on Capitol Hill.\n\n
