Using linked administrative data in clinical trials in Australia

Abstract:
The Population Health Research Network (PHRN) is Australia’s national data linkage infrastructure, providing secure, ethical access to linked administrative data to support high-quality health and medical research. This presentation will introduce the PHRN and outline the infrastructure and services available to researchers. It will then describe the national consultation process undertaken with clinical trialists to identify opportunities and barriers to the use of linked administrative data in trials. Findings from this consultation informed the development of Trial Link, a new PHRN program designed to assist and support researchers. Trial Link encompasses a suite of activities, including tailored guidance materials, advisory services, governance streamlining, and development of new data products. Together, these initiatives aim to enable trialists to efficiently and responsibly integrate linked data to supplement and complement traditional trial data, improving both feasibility and long-term impact.

Bio:
Dr Felicity Flack is the Senior Manager, Strategy and Services for Australia’s national data linkage infrastructure, the Population Health Research Network (PHRN). With more than 20 years’ experience across hospitals, research institutes, and universities, she specialises in research ethics, governance, and national research data infrastructure. At the PHRN, Dr Flack leads initiatives to expand the use of linked administrative data in health and medical research, with a current focus on clinical trials. She has been instrumental in developing frameworks that harmonise governance across jurisdictions, enabling responsible data access and strengthening Australia’s capacity for data-enabled clinical research.
