Defense Innovation & Neurotechnology: The Strategic Necessity of Responsible Technology Development
Overview: Emerging technologies such as AI, autonomous systems and biotechnology are altering the security landscape. Even against the backdrop of technological race narratives, Western democracies must ensure that the technologies they develop with dual-use applications are responsible. Using neurotechnology as a case study, this talk will explore the strategic reasons why responsible technology is both a moral and strategic necessity.
Speaker Bio: Sydney Reis previously worked in the Innovation Unit in the Innovation, Hybrid and Cyber Division of NATO’s International Staff, where she co-led the Unit’s development of NATO’s Biotechnology and Human Enhancement Technology Strategy and was responsible for the Unit’s strategic efforts on its implementation. She is currently a DPhil candidate at Oxford University’s Computer Science Department and part of its Responsible Technology Institute.
