The panel discussion is introduced by Tom Hale, Professor in Public Policy, Blavatnik School of Government, and moderated by Amir Lebdioui, Associate Professor of the Political Economy of Development, Oxford Department of International Development, with expert comments from Andres Valenciano Yamuna, Director for the Washington Office of the UN Economic Commission for Latin America and the Caribbean, María Estelí Jarquín, International Relations Coordinator at the UK Centre for Ecology & Hydrology (UKCEH), and HE Mr Rafael Ortiz Fábrega, Ambassador of Costa Rica to the United Kingdom of Great Britain and Northern Ireland.
