State consolidation in Ukraine has been an ongoing process since 1991. Since Russia’s full-scale invasion on 24 February 2022, the importance of enhancing the state’s authority, legitimacy, and capacity to govern effectively has become even more apparent. This workshop explores the interplay between postwar reconstruction and state consolidation. It seeks to identify systemic obstacles to the implementation of reforms, as well as the opportunities which reconstruction presents for building strong and inclusive state institutions.
