A just energy transition is crucial in building the public backing needed to achieve climate goals. If citizens see that regulations cutting carbon emissions can reduce rather than increase inequalities they are more likely to support them. The EU’s two key regulatory policies for appliance energy efficiency—minimum energy performance standards and mandatory energy labels have achieved major energy and costs savings. This seminar will consider whether they cut carbon emissions in a way that also reduces inequality, looking at:
· Whether decision-making processes enable broad participation (procedural justice)
· Whether the allocation of costs and benefits reduces inequalities (distributional justice).
and offering recommendations for improvement.
